About the XXIV INCOSAI
The XXIV International Congress of Supreme Audit Institutions will be held from November 7 -11, 2022, in the city of Rio de Janeiro, at the SulAmérica Convention Center. The event will be chaired by the Federal Court of Accounts – Brazil (TCU), the Brazilian Supreme Audit Institution (SAI).
The XXIV INCOSAI will be guided by two main themes: “The work of Supreme Audit Institutions in the face of public calamities” and “Global voice, global outcome, and far-reaching impact”.
It is a great opportunity to share experiences, discuss problems, and pass resolutions and recommendations in order to improve the accountability of governments worldwide.
What is INCOSAI?
The International Congress of Supreme Audit Institutions (INCOSAI) is the supreme body of the International Organization of Supreme Audit Institutions (INTOSAI). It brings together around 800 full, associate, and affiliated members of the organization with the purpose of making strategic decisions. At INCOSAI, participants from more than 120 countries discuss key issues faced by the public audit community and their potential solutions.
The meeting takes place every three years and is headed by the president of the Supreme Audit Institution of the country hosting the event. The first INCOSAI, during which the INTOSAI was founded, took place in Havana (Cuba). The last one was in Moscow (Russia), in 2019. The next one will be held in Brazil.
In 2022, the Federal Court of Accounts – Brazil (TCU) will chair the XXIV INCOSAI. The event will be held in the city of Rio ed Janeiro and will cover themes such as: “The work of Supreme Audit Institutions in the face of public calamities” and “Global voice, global outcome, and far-reaching impact”
This is the second time Brazil hosts the congress. The first one was in 1959, also in Rio de Janeiro.

THE TCU AND INTOSAI
The Federal Court of Accounts – Brazil (TCU) is the Brazilian Supreme Audit Institution (SAI) and one of the founders of the International Organization of Supreme Audit Institutions (INTOSAI). With active participation in the organization since its creation in 1953, the TCU is currently a member of 19 organs of the institution.
The court has been playing a key role in several working groups of the entity, contributing to the development of numerous international public goods that have benefited SAIs around the world. Examples of the TCU’s work include the Biodiversity Audit Guideline (Working Group on Environmental Auditing – WGEA) and the IT Governance Guideline (Working Group on IT Auditing).
In 2005, the TCU assumed its first leadership position at INTOSAI, as chair of the Performance Audit Subcommittee (PAS). In 2016, it became chair of the entity’s Professional Standards Committee (PSC), one of the organization’s three strategic committees. Along with the chairs of the other two committees, South Africa and India, Brazil holds an important leadership position in INTOSAI and actively contributes to achieving the organization’s strategic objectives.
Since 2019, the TCU has been the Vice-President of INTOSAI. In 2022, the TCU will assume its presidency, which will last until 2025.
