Governor of Rio de Janeiro presents the XXIV Incosai Security Operational Plan

The plan was presented by the Governor of the State of Rio de Janeiro, Claudio Castro, to the acting president of the TCU, Minister Bruno Dantas, to Minister Jorge Oliveira and to the Minister of Justice and Public Security, Anderson Gustavo Torres, last Monday ( 10). The document deals with the arrival of the delegations to the city, the official hotel zone of the congress, its place of realization and the parallel events, with the intensification of security.

The Security Operational Plan of the XXIV International Congress of Superior Institutions of Control (Incosai), which takes place from November 7 to 11 in the city of Rio de Janeiro, was presented to the acting president of the Federal Audit Court (TCU), Minister Bruno Dantas, to Minister Jorge Oliveira and to the Minister of Justice and Public Security, Anderson Gustavo Torres, on Monday (10/10), in Rio. The presentation was made by the governor of the State of Rio de Janeiro, Cláudio Castro.

According to the governor, “the State of Rio will welcome all delegations with open arms and will guarantee everyone’s safety”.

Also present were the director general of the Federal Police, Márcio Nunes, the director general of the Federal Highway Police, inspector Silvinei Vasques, and the head of the State Civil House, Nicola Miccione.

Another meeting to discuss the topic was held, on Thursday (10/13), at the Secretary of State for the Civil House, in the city of Rio. Representatives of the TCU, the regional superintendencies of the Federal Police and the Federal Highway Police and the state secretariats of the Civil House, Military Police and Civil Police participated.

Among the actions of the plan mentioned are: optimizing immigration services at Galeão Airport for congress participants; provide escorts for dignitaries; strengthen the security of expressways; gather intelligence information; carry out sweeping in places of interest; reinforce policing close to registered hotels; and obtain support from the police stations close to the places of interest.

About 800 professionals from the Military Police, from different battalions, will act in the actions of the XXIV Incosai Operational Security Plan. So far, 644 participants from 151 countries and 30 multilateral organizations have signed up. Weekly meetings between the participants of the public safety working group will be held until the beginning of the congress.

 

Security Operational Plan

The document deals with the arrival of the delegations to the city, the official hotel zone of Incosai and its location, in addition to the parallel events that make up the congress. The objectives of the plan are:

  • regulate the procedures to be adopted by the corporation in triggering security actions related to the congress;
  • integrate security agencies (federal, state and municipal) and public inspection, intensifying inspection and security activities;
  • to disseminate data and information for the planning and execution of the ostensible police and for the preservation of public order in all places of interest related to the congress; and
  • establish the liaison channels to discipline the procedures between the bodies involved.

 

The 1st Area Policing Command and the Specialized Policing Command will carry out the operational planning to implement the ostensible policing for the event, including the intensification of vehicles in places of interest related to the congress, among them: Pão de Açúcar , Espaço Vivo Rio, at Aterro do Flamengo, Palácio do Itamaraty and Expomag, Former SulAmérica Convention Center, where Incosai will be held, in addition to the Galeão and Santos Dumont airports and the hotel area for delegates.

O encontro acontece em um momento crucial. O mundo foi severamente atingido pela pandemia da Covid-19. Neste cenário, embora ainda não haja prazo para a crise ser totalmente superada, a importância da cooperação internacional se destaca cada vez mais.

Essa é uma crise que não tem fronteiras e, consequentemente, as soluções para resolvê-la também não podem ser realizadas de forma isolada. Juntos, podemos trabalhar e contribuir concretamente para atender com mais assertividade e qualidade às demandas de nossas sociedades.

O Incosai reúne, a cada três anos, representantes das Entidades Fiscalizadoras Superiores (EFS) de todo o planeta, para uma semana de debates e intercâmbio de melhores práticas. O objetivo das discussões é o aprimoramento do controle externo e da auditoria pública em um mundo em constante transformação.

Os desafios são muitos, mas acredito firmemente no sucesso do Congresso, sob a liderança do TCU, para ouvir a voz de todos e compartilhar os resultados com vistas ao benefício mútuo.
A realização do evento e a liderança da Intosai implicam benefícios que vão além da integração e da troca de experiências. Esse é um encontro que proporciona o desenvolvimento de ferramentas e de iniciativas que, no longo prazo, beneficiam a organização e a comunidade como um todo.

President of the Federal Court of Accounts – Brazil (TCU)

It is with great pleasure and honor that the Federal Court of Accounts – Brazil (TCU) hosts the XXIV International Congress of Supreme Audit Institutions, to be held in November 2022, in Rio de Janeiro.

The event takes place at a crucial time. The world has been severely impacted by the Covid-19 pandemic. Even though we still cannot predict when this crisis will be overcome, this scenario highlights even more the importance of international cooperation.

This crisis has no borders and, consequently, the solutions to solve it cannot be carried out individually. By standing together we can work and contribute concretely to meet the demands of our society with more assertiveness and quality.

Every three years, INCOSAI gathers representatives of Supreme Audit Institutions from around the world for a week of debates and exchange of best practices. These discussions aim to improve external control and public auditing in a world in constant transformation.

The challenges are many, but I firmly believe that under the TCU’s leadership the Congress will succeed in listening to the voice of all and sharing the results, with a mutual benefit in mind.

The upcoming event and INTOSAI’s leadership imply benefits that go beyond integration and the exchange of experiences. This is a meeting that provides the development of tools and initiatives that, in the long run, benefit the organization and the community as a whole.

Given this challenging but promising scenario, I extend an invitation to all SAIs: get involved, participate and bring your visions, doubts and difficulties for debate at the XXIV INCOSAI.

This is a unique opportunity to amplify INCOSAI’s global voice!

I am confident that the cooperation, joint effort and commitment of our international public audit community will result in a successful Congress that will bring forth concrete results for citizens around the world!
