TCU receives support from the governor of Rio de Janeiro to hold an international congress

The governor of Rio de Janeiro, Cláudio Castro, received the minister of the Federal Audit Court (TCU) Vital do Rêgo last Thursday (2/9), at Palácio Guanabara, in the state capital. Minister Vital went to Castro in search of partnership and support for holding the XXIV International Congress of Superior Audit Institutions (Incosai), which will be held in the city of Rio between November 7 and 11, 2022.

The minister highlighted the recognized experience of the State of Rio de Janeiro in holding major international events, such as the World Cup, Rio+20, the Olympics, World Youth Day, among others. And it reinforced the charisma and receptivity of the Carioca people to welcome foreigners in the most varied moments and situations.

In a receptive tone, Cláudio Castro highlighted the importance of holding an international event such as Incosai in the state capital, at which time delegations from more than 190 countries will debate ways to improve the performance of their institutions in the inspection of public resources. The governor also offered to collaborate with the success of the congress, especially with security and with the provision of public facilities in the state to carry out different activities included in the program.

To seal the commitment, a cooperation agreement between the TCU and the Government of the State of Rio de Janeiro will be signed in the coming days.

Cooperation with the Municipality of Rio – Still under the administration of Minister José Mucio Monteiro, a cooperation agreement was signed between the Court and the Municipality of Rio. In this agreement, the City Hall of Rio committed to providing the venue for the congress, the SulAmérica Convention Center. The terms of cooperation were endorsed in April this year, during the administration of Minister Ana Arraes, with the current mayor of Rio, Eduardo Paes.

With the ratification of the agreement, the City Hall of Rio also committed itself to offering public facilities to carry out the various activities that make up the congress. Municipal Guard scouts will also accompany the displacements between the event’s locations. The cultural program will also be in charge of the City Hall of Rio.

The Congress – The International Congress of Supreme Audit Institutions (Incosai) inaugurates the activities of the TCU at the head of the Presidency of the International Organization of Supreme Audit Institutions (Intosai). The 24th edition of Incosai will be guided by two themes: “The work of Supreme Audit Institutions in the context of public calamity” and “Global voice, global result and far-reaching impact”.

In a letter to the participants, the president Ana Arraes reinforced that the holding of the event and the leadership of Intosai imply benefits that go beyond integration and the exchange of experiences. For the minister, Incosai “provides the development of tools and initiatives that, in the long term, benefit the organization and the community as a whole”.

According to the president, the congress will take place at a “crucial moment”, since the Covid-19 pandemic is not completely overcome, which reinforces the importance of international cooperation and the union of SAIs from different countries in search of solutions. that have to be adopted jointly.

É com grande satisfação e honra que o Tribunal de Contas da União sedia, no Rio de Janeiro, o XXIV Congresso Internacional das Entidades Fiscalizadoras Superiores, a ser realizado em novembro de 2022.

O encontro acontece em um momento crucial. O mundo foi severamente atingido pela pandemia da Covid-19. Neste cenário, embora ainda não haja prazo para a crise ser totalmente superada, a importância da cooperação internacional se destaca cada vez mais.

Essa é uma crise que não tem fronteiras e, consequentemente, as soluções para resolvê-la também não podem ser realizadas de forma isolada. Juntos, podemos trabalhar e contribuir concretamente para atender com mais assertividade e qualidade às demandas de nossas sociedades.

O Incosai reúne, a cada três anos, representantes das Entidades Fiscalizadoras Superiores (EFS) de todo o planeta, para uma semana de debates e intercâmbio de melhores práticas. O objetivo das discussões é o aprimoramento do controle externo e da auditoria pública em um mundo em constante transformação.

Os desafios são muitos, mas acredito firmemente no sucesso do Congresso, sob a liderança do TCU, para ouvir a voz de todos e compartilhar os resultados com vistas ao benefício mútuo.
A realização do evento e a liderança da Intosai implicam benefícios que vão além da integração e da troca de experiências. Esse é um encontro que proporciona o desenvolvimento de ferramentas e de iniciativas que, no longo prazo, beneficiam a organização e a comunidade como um todo.

President of the Federal Court of Accounts – Brazil (TCU)

It is with great pleasure and honor that the Federal Court of Accounts – Brazil (TCU) hosts the XXIV International Congress of Supreme Audit Institutions, to be held in November 2022, in Rio de Janeiro.

The event takes place at a crucial time. The world has been severely impacted by the Covid-19 pandemic. Even though we still cannot predict when this crisis will be overcome, this scenario highlights even more the importance of international cooperation.

This crisis has no borders and, consequently, the solutions to solve it cannot be carried out individually. By standing together we can work and contribute concretely to meet the demands of our society with more assertiveness and quality.

Every three years, INCOSAI gathers representatives of Supreme Audit Institutions from around the world for a week of debates and exchange of best practices. These discussions aim to improve external control and public auditing in a world in constant transformation.

The challenges are many, but I firmly believe that under the TCU’s leadership the Congress will succeed in listening to the voice of all and sharing the results, with a mutual benefit in mind.

The upcoming event and INTOSAI’s leadership imply benefits that go beyond integration and the exchange of experiences. This is a meeting that provides the development of tools and initiatives that, in the long run, benefit the organization and the community as a whole.

Given this challenging but promising scenario, I extend an invitation to all SAIs: get involved, participate and bring your visions, doubts and difficulties for debate at the XXIV INCOSAI.

This is a unique opportunity to amplify INCOSAI’s global voice!
